Checking ONLV and ONRE – billing control under ÖNORM A 2063

Anyone who checks invoices for construction work today usually receives the data as files: the bill of quantities as ONLV, the partial and final invoices as ONRE. simmpel AVA reads both and compares every billed item with the contract – traceably and without retyping.

What ONLV and ONRE are

ÖNORM A 2063 governs how data for tendering, award and billing in construction is exchanged electronically. Two kinds of file matter for billing control: the ONLV contains the bill of quantities (LV) with work sections, items, quantities and unit prices. The ONRE contains an invoice with the billed quantities per item.

Both are XML files produced by the tendering and billing software of planners and contractors. The advantage is obvious: quantities and prices arrive exactly as they stand in that software. Typing errors disappear, and the check starts where it belongs – with the question of whether the billed work is right.

How the check works in simmpel AVA

First the bill of quantities of the contract is read, then every invoice in the order in which it arrives. simmpel AVA matches the invoice items to the items of the LV by their item number (OZ) and calculates per item the cumulative quantity, the amount of this invoice and a projection of the final total.

Every item receives a status: OK, Warning, Critical, Not in LV or No LV quantity. Conspicuous items appear at the top with a short note such as “Clarify the cause, watch the quantity” or “Not commissioned – check change order”. How the thresholds for overruns are set is explained on the page Quantity overrun above 20 % and price adjustment.

For the report to the client and other parties, simmpel AVA produces a quantity report as PDF or Excel and sends it to a distribution list – with a running dispatch number and an archive that can no longer be changed afterwards.

What matters about the files

Not every file follows the standard in every detail. simmpel AVA therefore reads tolerantly: element names can be mapped in the settings, and unknown entries are logged instead of stopping the import. You can see what was taken over and what was not.

The imported files are stored unchanged. That way it remains clear at any time on which basis a check was made.

Frequently asked questions

Which files can I import?

The bill of quantities as ONLV and invoices as ONRE, each in the XML format of ÖNORM A 2063. This includes partial invoices and the final invoice; items outside the LV are recognised and shown separately.

Do I need particular tendering software?

No. simmpel AVA works with the exported files, whichever program they come from. Everything runs in the browser, so nothing needs to be installed.

What happens to items that are not in the LV?

They receive the status “Not in LV” with the note to check a change order. In the key figures they appear as a separate amount “of which not in LV (change order needed)”.

Does simmpel AVA replace checking the invoice?

No. simmpel AVA shows where to look more closely and saves the comparison by hand. The technical and contractual assessment remains with the site supervision and the client.
