Quantity overrun above 20 % – price adjustment under ÖNORM B 2110

When the billed quantity of an item differs clearly from the quantity in the bill of quantities, the price may be affected. simmpel AVA spots such items as early as the partial invoices – not only when the final invoice is on the table.

Why 20 % is an important limit

Under a unit price contract, billing follows the quantities actually carried out. Smaller deviations from the LV are normal. ÖNORM B 2110 deals with changes in quantity in Pkt. 7.4.4: if the quantity of an item deviates by more than 20 %, an adjustment of the unit price may come into question. Whether and to what extent it is due depends on the contract and the individual case.

For the site supervision and the client this means: items heading for an overrun should be known early. Then there is time to clarify the cause – for example a changed execution, an error in the LV or incorrect billing.

How simmpel AVA assesses quantities

What counts is the reference quantity: the higher of the cumulative quantity and – where entered – the forecast final quantity. It is compared with the LV quantity. More than 10 % above it gives a warning; more than 20 % above it makes the item critical, with the note “Price adjustment possible – check”. Both thresholds can be set per project.

On request simmpel AVA also checks reduced quantities: if the reference quantity stays below 80 % of the LV quantity, the status is “Shortfall”. Alternative and contingent items are excluded, as they are only carried out instead of other items or when needed.

For every item simmpel AVA calculates the projected final total and shows the additional costs from overruns – separately for items in the LV and for those that were not commissioned and need a change order. How the quantities come out of the files is described on the page Checking ONLV and ONRE under ÖNORM A 2063.

An example from billing

An item for paving has 1.000 m² in the LV. After the second partial invoice 1.150 m² have been billed cumulatively – 15 % more, so a warning. If the site supervision enters a forecast final quantity of 1.250 m² after an inspection, the reference quantity rises to 125 % of the LV quantity and the item becomes critical. It then appears at the top of the quantity report, long before the final invoice arrives.

Frequently asked questions

Does the 20 % limit apply to every item?

simmpel AVA checks every item with an LV quantity against the thresholds set. Whether this gives rise to a claim for a new price is governed by ÖNORM B 2110 and the contract – the software shows where this needs to be checked.

Does simmpel AVA calculate the new unit price?

No. The new price is agreed between the contracting parties. simmpel AVA provides the basis for it: quantities, deviation in per cent, projection and additional costs per item.

What is the forecast final quantity for?

Many overruns become apparent early. With the forecast, knowledge from the building site flows into the assessment, even if the billed quantity has not yet reached the limit.

What applies to items without an LV quantity?

If the LV states a quantity of 0, no deviation in per cent can be calculated. Such items receive the status “No LV quantity” with the note to check the billing.
